The “individual” is the ultimate sovereign!  All power derives from the sovereign.  All rights are natural/ God given.  Citizens’ rights, power, authority and responsibility extend far beyond just voting. When public servants violate government structure; it’s not only the right and responsibility of the sovereign to re-take control, but it’s their sacred duty to restore order.
